What about starting the second task with the forst one and then close it if srvice is closed?

I'm afraid that I haven't understood you...
Why do you want to start both tasks together?

2-nd task do not running all the time. Most time it is in idle (stopped) status.
Executing time of the task less than 0.1 sec.
Trigger "Cyclic" will start the task periodically. The task will check process existence and do necessary operations (stop service or nothing)

Found a solution:Task 1 enables Task 2 and if vpnui.exe is not running anymare, the service is closed and task 2 is disabled.
