We have found the problem
This effect appears in RDP sessions only. Will be fixed today

Oh, I just wanted to reply what I did
But, to be fair: nothing special. Just installed 9.5 and checked the new features. And yes, this is a RDP connection.

The problem has been fixed. Download and install fresh copy

Problem is solved with new version.
When installing it the following error came up (install with administrator rights):

After renaming the file the installation could be completed.

I have only one explanation:
Your antivirus locked this file or you opened this file in some program (for example some HEX editor)
RTP file is simple DLL with another extension
