I am sorry to ask such a basic question but I am stuck.
I want to open a excel file, copy text from multiple cells and paste into multiple cells in another program called Xactimate for estimates.
I need to know how to tell Robotask open excel and open Xactimate and copy text from one to the other.

I'm sorry, I don't know Xactimate program and how it works.
In order to open Excel file use "Run program/Open document" action. Specify the file name as document name.
There is "Copy" action in order to copy data (see clipboard group)
I think that you have to select necessary window (see "Window command") and paste data to desired input field.
I.e. simulate your interactive actions in order to transfer data from Excel cells to Xactimate.
